Police Department Policy

-Traffic Stop (10-38)
   When preforming a traffic stop you will engage your emergency lights. If the subject does not pull over you will engage your siren (“r”). After the subject pulls over you will call to dispatch, let them know you are on a 10-38, inform them of the location and give a very brief description of the vehicle. After that you will run their license plate with dispatch. Then you will approach the car. Do not stand next to the window to avoid being able to be shot easily. Announce who you are and which department you are from and why they are being pulled over. After getting their information return to your car and notify dispatch of the name. At this time, it is your discretion what to do. Use your discretion wisely. Then return to the driver and administer your decision. Let them know when the stop is over and they can go. Return to your car and ensure they leave safely. The Traffic is then done.

-Felony Stop
   When you perform a felony stop, it will start out as a traffic stop. While announcing to dispatch the 10-38, location and description you will also inform dispatch that it will be a felony stop. During a felony stop (after speaking with dispatch) you will exit your car and stay next to your vehicle. You will wait until there is another unit on scene. A unit supervisor must respond as well although they are not required to perform the felony stop. Both officers will be out of their vehicles with service weapons drawn towards the subject. One officer will announce to the driver hands out of the vehicle. Step out of the vehicle. Turn away from the officers. Walk back to the sound of the officer’s voice. Then stop, and there the officer will cuff the subject and place them immediately into a department car. While the officer is doing this the other officer(s) will continue to keep their service weapons and attention towards the vehicle. Once the officer is done with the subject they will rejoin the other officers. If you can see another subject in the vehicle you will repeat the same procedure that you did with the driver. If you can’t see anyone else you will approach the vehicle and clear the vehicle. After that the felony stop is complete. You will then continue with an investigation and search the vehicle and subject(s). The Supervisor must ok a vehicle search when an officer needs to search a vehicle without consent.

-Pursuits
   When a pursuit is in progress their is a limit of two vehicles should be chasing the suspect at a time. A supervisor vehicle is not included in the two car limit. A supervisor can be added to the two car pursuit. If the suspect is accused of murder then there can be more than two. During a pursuit if a officer is hurt or killed during the pursuit the suspect being chased will be charged with the injury or death of the officer. A pit of the suspects vehicle can be preformed by a pit trained officer if permission is granted by a supervisor.

-Force
   Force should be used one step above the force that the suspect is using. If the suspect is attempting to hit the officer then the officer may use his nightstick or stun gun. IF the suspect is using a knife or a blunt object then the officer can use his service weapon. If the suspect has a handgun then the officer may use his shotgun or rifle. If a suspect points a gun towards the officer they may use lethal force. If a suspect is attempting to run the officers over to get away then the officer may not use lethal force. If the suspect is continuously using a vehicle to run over the officer to kill him and not run away then the officer may use lethal force on the suspect to get him to stop.
